Those crystals are then broken down at a Repair and Salvage Station to yield Gem Sugar. In practice, this makes Gem Sugar a secondary processed resource that depends on both cooking and salvage stations, so it is most efficiently acquired once you have access to both the Chef's Counter and the Repair and Salvage Station.
